Memorandum of Understanding (MOU)
On the morning of July 21, 2026, a Memorandum of Understanding (MOU) signing ceremony for a three-party collaboration was held at the Lao Securities Exchange. The agreement was signed between the State-Owned Enterprise (SOE) Reform Committee, represented by the Office of the State-Owned Enterprise Reform Committee (SOERC Office), the Lao Securities Commission Office (LSCO), and a group of securities companies consisting of LDB Securities Sole Co., Ltd. (LDB-S), BCEL-KT Securities Company Limited (BCEL-KT), Lao-China Securities Public Company (LCS), and APM Lao Securities Company Limited (APMLAO).
The ceremony was honored by the presence of the Deputy Head of the Office of the Central Committee of the Party, the Deputy Governor of the Bank of the Lao PDR, members of the SOE Reform Committee from various ministries, the CEO of the Lao Securities Exchange, along with directors general of departments from the Bank of the Lao PDR, who attended as witnesses.
This MOU signing elevates and expands the scope of cooperation from the previous two-party MOU signed on May 29, 2025. This new round of cooperation expands into a fully-fledged tripartite framework to align with the government's reform plan, which directly transfers the management of state-invested enterprises to the SOERC Office. Having the LSCO join as the third party serves as a crucial strategy to bridge policy-making reform bodies (represented by the SOERC Office), capital market regulatory authorities (LSCO), and operational market practitioners (the securities companies group).
The objective of this MOU is to strengthen state-invested enterprises (SOEs) in stock valuation for those looking to restructure or seek strategic partners. It also aims to prioritize SOEs that meet the necessary conditions and readiness, as well as to improve and support SOEs under the management of the SOERC Office so they can successfully list on the Lao Securities Exchange.
Looking ahead, the directional plan for future collaboration will build upon past initiatives based on the framework outlined in the MOU. Key activities include:
Serving as financial advisors to SOEs preparing to list on the Lao Securities Exchange.
Conducting equity valuations and financial position assessments to establish a baseline for SOE restructuring.
Building the capacity of the SOE Reform Committee and the SOERC Office through in-depth training sessions.
To deepen and upgrade this partnership, all three parties agreed to establish this three-party framework with a 3-year term (2026–2029).
The expected outcomes of this collaboration are to ensure that state-owned enterprises become robust, enhance governance and operational efficiency, build transparency, foster professionalism, and boost competitiveness. The ultimate goal is to prepare SOEs to access capital markets and develop into strong institutions capable of driving the national economy forward as a key force.
Official Visit and Bilateral Discussion at Supreme Smarty Fund Management Company Limited
On the afternoon of July 13, 2026, the Chairman of the Board of Directors, the Managing Director, and the delegation from LDB-S paid an official visit and held a bilateral discussion at the office of Supreme Smarty Fund Management Company Limited (SS FUND), where they were warmly welcomed by the executive management team of SS FUND. On this occasion, the Director General of the Lao Securities Exchange (LSX) also honored the meeting with his presence to listen and exchange valuable insights.
The purpose of this visit was to exchange information and visions, as well as to discuss future cooperation strategies between LDB-S and SS FUND. This partnership aims to enhance opportunities and facilitate access for both domestic and international investors to products in the Lao capital market efficiently. This event marks a promising first step in establishing a strategic business alliance that will drive, develop, and expand opportunities for the Lao capital market to achieve sustainable growth in the future.

TYSK Holding Co., Ltd. Signs MOU with LDB Securities Sole Co., Ltd. to Prepare for IPO. On the morning of September 30, 2025, at Lao Development Bank, Nakhonlouang Branch, TYSK Holding Co., Ltd. (TYSK) and LDB Securities Sole Co., Ltd. (LDB-S) held a signing ceremony for a Memorandum of Understanding (MOU) to cooperate on financial advisory services and corporate readiness for an Initial Public Offering (IPO).
